Introduction & Background

Purpose:  The Purpose of this whitepaper is to highlight the need to develop a tool that accelerates delivery of MBA products as recommended in Joint Requirements Oversight Council Memo (JROCM 023-22) with subject line: Joint All-Domain Command & Control Recommendations, signed by Admiral Grady on 27 Apr 2022.

Approach:  KCG is developing a prototype to automate the manual processes that are currently labor intensive and time consuming: Nodal Analysis, Model Enabled Solution Analysis (MESA), and MBSE.

SBIR Phase II Objectives & Tasks

It all begins with an idea.

End State: 

Deliver a more automated MBA process that is agile and can scale to meet ever increasing demands from a diverse DoD, Joint, Service and Partner customer base.  This integrated product will reduce JADC2 product development time and cost while enhancing system performance and reliability. 

Specific outcomes include: 

  1. Define a repeatable and scale-able process for how operationally-focused portfolio management can be done in the Department. 

  2. Provide the needed framework for layered analysis that supports both current and long term decisions to drive resourcing for future Warfighter capability and the ability to show where solution owners need to accelerate or improve, and why.  

  3. Drive Mission data sets into the Operational Portfolio/ADVANA Portfolio Management Capability 

  4. Provide JADC2 aligned architectures in SysML for MBSE to be performed.  

  5. Preliminary applications include: CJADC2, Capability Portfolio Management Reviews (CPMR), Integrated Acquisition Portfolio Reviews (IAPR), Rapid Defense Experimentation Reserve (RDER), Joint Warfighting Concept (JWC), and Contested Logistics Environment (CLE).
