SBIR Phase II Objectives & Tasks

End State: 

Deliver a more automated MBA process that is agile and can scale to meet ever increasing demands from a diverse DoD, Joint, Service and Partner customer base.  This integrated product will reduce JADC2 product development time and cost while enhancing system performance and reliability. 

Specific outcomes include: 

  1. Define a repeatable and scale-able process for how operationally-focused portfolio management can be done in the Department. 

  2. Provide the needed framework for layered analysis that supports both current and long term decisions to drive resourcing for future Warfighter capability and the ability to show where solution owners need to accelerate or improve, and why.  

  3. Drive Mission data sets into the Operational Portfolio/ADVANA Portfolio Management Capability 

  4. Provide JADC2 aligned architectures in SysML for MBSE to be performed.  

  5. Preliminary applications include: CJADC2, Capability Portfolio Management Reviews (CPMR), Integrated Acquisition Portfolio Reviews (IAPR), Rapid Defense Experimentation Reserve (RDER), Joint Warfighting Concept (JWC), and Contested Logistics Environment (CLE).
